You can use any bath salts or additives that are water soluble. Today there is a huge range of bath salts that are "Jacuzzi friendly". Basically the salts dissolve safely into your Jacuzzi without harming your filters. Just run a search with the correct parameters and you will find a myriad of safe options.

When I get out of the jacuzzi I leave the dirty water in and add a little bleach (1/2 cupish) and run the jets for a few minutes, then drain! That way, the bleach goes through the entire system and everything is clean. Plus you don't have to waste water re-filling it just for cleaning.

Any other places the hot water is dirty? It most likely isn't the jacuzzi. The jets and pumps can be cleaned with a low sudsing soap (about a tablespoon or so of dishwasher powders) in the water and let the jets run for about 15 minutes. The most likely problem is the hot water heater. They last longer if they are drained once a year, this won't take long and it removed the setable solids from the tank. If you have had plumbing work done lately this can stir up the rust and residue in the pipes. This can be removed just by letting the water run for a bit flushing it out.
