I don't think so, my dad just bought a Verizon Motorola Droid X2 and he doesn't have a plan for it yet or hasn't called the carrier and I've been trying to use the phone without their verification and I haven't been successful.

Yes you can, I do it all the time on my old iphones. Also use them as phones with skype over wifi.
