Typically at two times during the year. For young adult Catholics who are receiving the sacrament, it is typically in May. However, this is very dependent upon what the Diocese chooses because the Bishop himself personally administers this sacrament and thus he must make the "rounds" to each parish to confirm its young adults. The other time this happens is at Easter Vigil Mass, which is on the Saturday before Easter Sunday also known as Holy Saturday. This Mass, always in the evening, is when adults in the RCIA (Rite of Christian Initiation for Adults) candidates are made into Catholics and are administered this sacrament. Since the Bishop can not be in all places at once to do this, special permission is given to a priest to administer the sacrament to the adults at this time.

Roman Catholic AnswerConfirmation usually happens during a Mass. After the homily, the Bishop, or his representative says the confirmation prayer over those to be ordained, then, individually, he anoints each person with Holy Chrism. After which, he used to slap them on the cheek, but they have apparently dropped that part.
