Starting at a younger age you are more likely to develop smoking related problems later in life. Some believe it could interfere with your development. Even if you don't care if you are old enough to legally obtain, why not wait until you are full grown to at least make sure you will be someday.

The normal high would either be:
Sativa: Your head will feel really fuzzy, and you'll feel a little bit of pressure on the top or sides of your brain. You may have trouble forming sentences, you'll get really hungry and everything will be funny. You'll be happy, relaxed, and content with yourself.
Indica: Your body will feel all tingly, and awesome. You'll be super comfortable, and will sit in a chair for hours. Movies are awesome, music is awesome, everything is awesome. But you'll be really lazy while on an Indica high.
