This happened to me--I was the 15-year-old w/ a learner's permit. I was too young to be really involved w/ the paperwork, insurance ins-and-outs, etc. But I remember I was issued a citation from the policeman who filed the collision report. I faced no other driving repercussions. I know that the spike on insurance was delayed until I became a legal driver at age 16. At that time, my parents' insurance policy went up several points for a period of ~3-4 years.
