Since you can get a rash from human urine (think diaper rash) - yeah you can get a rash from dog urine but a brief exposure usually won't be enough unless you are allergic to something the dog ate.
Well it is definitely not good for them, and if the urine has bugs, worms, or other icky stuff it doesn't get any better.

Cleaning or smelling dog pee doesn't affect you at all during pregnancy because it does not have high ammonia levels like cat urine (which a pregnant woman shouldn't touch at all) and is much closer to human urine when it comes to what's in it. So it will cause you no harm whatsoever although I would strongly suggest that if you are having to clean it you either wear gloves or wash your hands immediately afterwards like you would if you had to clean a toilet seat for example :)
