The percentage is irrelevant. Any substance that is inhaled has a direct effect upon the nasal passages, airway, lungs brain cells. Regardless of how innocuous a substance may seem, it should never be used in this manner. Except obviously those products that are specifically for inhalation, decongestant, etc.

Yes. Breathing almost any chemical vapor is harmful. Combining rubbing alcohol with ammonia creates an extremely toxic vapor. Use only in a well ventilated area.
