You can but it isn't going to do much, laminate is designed to have a low luster/Shine and the mop & glow will likely look more streaky than shiny.. you are trying to shine a floor that isn't supposed to shine... It will leave a heavy residue and make the floor look extremely dirty.
No, the oil will only sit on the top and cause a dirty grime to appear in a very short time. Then you will not be able to clean it off, because most products that will take off oils are not safe for laminate....and most of all, it would be very slick.

If it didn't shine when you bought it, there is little you can safely do to make it shine later. Never use any kind of wax or hardwood floor shine on a laminate. contact the manufacturer is your best bet as every product is made differently, usually you can clean them with your usual floor cleaners but avoid anything really harsh. also if you do use soap and water make sure yu rinse it off after otherwise you will end up with a gross build up as the soap will have nowhere to go.
