the puppys eye film has not yet disolved all the way yet to give it the release of its eye lids. therefore its not somthing to worry about, it just means that puppy is taking a little longer than the others to develope. or it can also mean that the puppys eyes (are) able to open, but the puppy hasn't gotten the hint yet that its able to, so it just feels that its eyes should stay closed because they don't quite get it yet.
Odd question? Take it to the vet or take it home? A puppy should never leave its mother until 8wks of age, never!!! A lot of backyard breeders will let you take a 5-6wk old cute puppy home ,way too soon. Not healthy for puppy.
If the puppy's littermates all have their eyes open and one in particular hasnt, then yes its time for a trip to the vet. Could have an infection or swelling in head preventing eyes to function.
