Most likely the starter is locked up. But before you determine that
Check your battery connections for cleanliness and tight no broken wires and the ground cable is clean on the engine side then lastly check the positive cable at the starter for cleanliness and that it's tight along with the smaller cable which is the one that closes the circuit so your solenoid and starter engage. make sure you have 12 volts. With a digital voltmeter check the voltage by probing the positive terminal and negative cable with DVM set on the closest setting to 12 DC volts. If you have good voltage. check to see if you have voltage at the small cable on the starter when you try to start it. If all the places mentioned above are within spec and still does not crank put your hand over the body of the starter and have someone attempt to crank. If you feel the click on the starter trying to engage, most like the starter has internal wear and the it can't engage. Sometimes you can temporarily get it to turn over by tapping it lightly with a hammer while trying to start the car.
