It's not a mintmark and is actually an intertwined A and W. The letters form the monogram of the coin's designer, A. A. Weinmann.

Many people today are confused by the monogram because modern US Coins have their mintmarks on the front side and there is a "W" mintmark for the West Point Mint. However, up till 1964 most coins except Lincoln cents had the mintmark on the back, and West Point didn't start striking coins until 1988 and then only for collectors, not for circulation.
