Larvae, to start with, as none of them have wings yet. Also there are two groups of wingless insects; silverfish and fleas (which have lost them along the way, their ancestors had wings). There are quite a few insects that have wings but rarely fly, such as earwigs, most cockroaches, and beetles that have their shields fused so they never fly. Also, in ants the only ones with wings are the queen and males, and the young queen bites off hers when founding her colony to perform better underground. She flies only once, during her mating flight, to get far from her colony of birth to found her own.

As a general Rule MOST insects that fly have wings but there are some exceptions.

Ballooning Spiders- which are not actually insects (they have 8 legs and a cephalothorax) climb to the end of a tall plant stem, shoot out strands of silk webbing and use the wind to 'fly' or travel long distances. They can retract and shoot out more silk as necessary to change direction.

Then there are insects that do have wings, that Can't fly:

Cockroaches, grasshoppers (orthoptera) and Praying Mantises have wings but can't fly well - they can only fly for short periods of time, at low heights and short distances.

Scorpionflies have wings that have been reduced to bristles- so they can't fly

In many ground beetles (Carabidae) such as the violin beetle and the bombardier beetle the ability to fly has been lost because the two elytra (the clear membranous wings under the hard outer wings) has been fused together, forming a solid shield over the abdomen.

-Desert and cave-dwelling species, and some "true weevils" (Curculionidae) are additional examples of insects with 'fused wings' that are unable to fly.
