A cubic metre is a measurement of volume (length x width x height) where a metre is a measurement of distance (length). There are exactly four cubic metres in four cubic metres - imagine a box (cube) that is one metre tall, one metre wide, and one metre deep (one cubic metre). This question cannot be answered sensibly. A cubic metre is a measure of volume, with dimensions [L3]. A foot is a measure of distance, with dimensions [L]. Basic dimensional analysis teaches that you cannot convert between measures with different dimensions such as these without additional information.

The question makes as much sense as asking how long is a bucketful of water.
