Typically Brazilian men and women dress similarly to people in most warm climates (think Miami) which can range from traditional casual wear, e.g. light colors, jeans, cotton t-shirts, skirts, sun dresses, etc. during the day and evening. Women will dress casual as well but may also wear something slightly more hip-elegant, depending on the occasion.
In today's world one should only use their common sense and dress appropriately in the city. In the suburbs, frankly, you can wear whatever the hell you feel comfortable in.
A good rule of thumb to follow is that you can never overdress - except at the beach.
