Sexual assault on a child occurs when anyone submits a victim who is younger than 15 years old to any sexual contact (as long as the person committing the crime is at least 4 years older than the victim is). sexual assault on a child is a class 4 felony, but becomes a class 3 felony when:

* force is used against the victim

* the person committing the crime threatens physical injury to the victim or any other person in the future (possibly in retaliation)

* the incident occurs as a part of a pattern of sexual abuse (18-3-405)

As for a legal definition of Sexual Contact:

SEXUAL CONTACT - The intentional touching, either directly or through the clothing, of the genitalia, anus, groin, breast, inner thigh, or buttocks of any person with an intent to abuse, humiliate, harass, degrade, or arouse or gratify the sexual desire of any person. (18 USC)

It is much easier not to bother with state laws and junk. Just assume that the adult (18+) is going to be arrested for having sex (sex is always a rape with a minor) with anyone 17 or younger. If you keep cutting corners, you are going to make bigger and bigger mistakes by missing a few important details and end up being violated by a big fat guy in a prison shower.
