The UPA government is set to introduce the Lokpal Bill, aimed to check corruption in high places in the government, during the monsoon session of the Parliament. The Union cabinet today discussed the bill at length and it has been refered to law ministry to look into some "technical issues".

"There were some legal questions raised in the cabinet meeting. The law ministry will look into those aspects", Union Finance Minister said after the cabinet meeting.

According to sources, all parties of the UPA today reiterated that the Prime Minister's office should be kept out of the perview of the bill. The PM, who had said a few months back that would not like to keep his office out of the ambit of the Lokpal authority, today remained silent.

The other issue which dominated the discussion was on how the ethics committee will function after the Lokpal body comes into place. Some ministers suggested that complaints against ministers should be routed via the ethics committee while others asked if complaints can be lodged directly with the Lokpal authority.

The bill, seeks to appoint the Lokpal and two members by the President on the basis of recommendation of a committee.

The committee will be headed by the Vice-President and the Prime Minister, the Lok Sabha Speaker, the Home Minister, Leader of the House other than the House in which the Prime Minister is a member and Leaders of the Opposition in the Lok Sabha and the Rajya Sabha will be the members.

The bill was introduced last time in the Parliament in 2001 while it has been in the pipeline for more than three decades. Earlier, the bill was passed in the Lok Sabha in 1969 but could not get the approval of the Rajya Sabha.
