Answer
Firstly in English this is a prefix used to indicate an abstract concept from another concept. Therefore, and accepted, meta-knowledge is knowledge about knowledge.
It is domain-independent knowledge, allowing an invidiual(s) to performs operations on another more or less specific domain-dependent knowledge, i.e. methods of planning, modeling, learning and modification of domain-knowledge.
