It is held by and kept secret with Microsoft unlike other operating systems i.e. Linux for which the code is public and anyone can modify. The Microsoft Windows Operating System is the code that handles input requests from users via input devices such as mice and keyboards and processes those requests into usable data displayed on a screen in the form of text or graphics.
