In analog video (predigital such as VHS, BetaMax, etc.) they are video format standards with differing technical specifications. Since the release of DVD technology and digital video formats these specifications have become obsolete. Although some incorrectly use them as references to name different DVD region codes, the DVD region codes do NOT change the video format. They are merely a number code to allow DVDs to only be played on players with a matching code. DVD region codes are a blatant attempt at manipulating prices and releases to specific regions at specific times. Other than that there is no reason for them.

The short answer is no. The UK uses different AC voltage and plugs from the US, and also a different television system (PAL) from the US (NTSC). These are not compatible. (Television programs traded back and forth have to be converted, to be watched.)
