This is perhaps easiest to understand when analyzing the photon. It turns out that the higher the frequency of a photon, the higher its energy. The Plank constant is simply the constant of proportionality. Therefore, it has dimensions of energy / frequency - though this is usually written as the equivalent energy x time. Plank's constant appears in many different formulae, especially in quantum physics.
