It is by no means clear that he did. Oh, sure, the title pages of the quartos will say "The Excellent History of . . ." or "The Most Excellent Tragedie of . . ." but it isn't clear whether Shakespeare or the printers gave them those titles, because they change from publication to publication and are given different names again when referred to in Court records, the Registry or Henslowe's diary. The categorization made in the First Folio sometimes contradicts what the Quartos said and also sometimes doesn't seem to make much sense. (Why is Cymbeline a tragedy?)
