A democratic and constitutional Republic is the form of government that's found in the Republic of Suriname. The country celebrates 35 years of independence from the constitutional monarchy of the Kingdom of the Netherlands on November 25, 2010. The independent country's government head and leader is the President, who's chosen indirectly by a two-thirds vote of the Surinamese Congress. Those who assist in the governing of Suriname, from the national down to the local levels, serve by a combination of appointments and elections.
Suriname's government takes the form of a Republic. Critical ingredients to the success of the Republic are the roles of the governmental branches and of the Constitution. Specifically, the executive branch is headed by the President and the Vice President. The judicial branch is headed up by the Court of Justice. It's equivalent to the Supreme Court of the United States of America. All of its members are appointed to life terms by the President. The legislative branch is headed by the National Assembly. It's a one house Congress that has 51 members. It's elected by the people. It turns around and elects its choice of President, by a two-thirds majority, to a five year term.

So some offices in the Surinamese Republic are filled by election and many by appointment. Additionally, the Republic is divided into 10 administrative districts. Each district is headed by a district commissioner. The commissioner may be compared to a state governor in the United States of America. But the commissioner is appointed by the President.

That means that the quality of the government depends largely upon the quality of the presidential choices. What encourages more than less quality is the tendency of presidential appointees to be well educated and experienced. What else works for better than worse quality is the commitment of those who govern and those who are governed to the Constitution of the Republic of Suriname.

Suriname is considered to have a democratic constitution. Chapter V concerns basic individual rights and freedoms. Article 8 of that chapter makes two democratic assertions. First, equality in protection of person and property is extended to all Surinamese. Second, discrimination isn't allowed.
