It is derived from the episode "Boogey Mania", when Scratch and Grounder were caught "snooping as usual" by the doctor himself. YouTube user Stegblob noticed the "pingas" in the phrase, and used it in his YouTube Poop, entitled "YouTube Poop: Robotnik has a Viagra Overdose".
