The Time keeper watches the clock to keep the meeting within a reasonable time, usually 1 hour max & the recoder keeps notes & publishes the notes soon after the meeting for review for all in the company.
The employees need to discuss matters with their representative in order for their opinion & voice to be communicated & discussed for further follow up.
