The reason behind this is that, essentially computers are just display screens(Except in the case of a few computers, like headless servers) a central processor, an operating system, and an interface. These all fit the description of computers. They aren;t computers in the way a normal person might think, but yes they are computers.
This is a bit of a crazy idea, but it constitutes part of the reason I keep harping on about the importance of full-blown desktop operating systems in cell phones. Yes, it creates developer consistency, meaning that the same skills used to develop apps for desktop computers map directly to cell phones applications.
