A commissionable rate is a term for a travel agent. When a travel agent books most hotel rooms, the hotel pays the travel agent a commission, usually 10%.

However, when a travel agent books some highly discounted rates then the hotel does not pay the agent a commission. In these cases the travel agent just charges the client a rate that is slightly higher than the rate they are paying the hotel.

So those rates which your travel agent will get commission are called commissionable rates. It's not anything that travellers need to worry themselves with.
