To obtain a Gulf Cooperation Council (GCC) driving license, you typically need to follow a set of procedures outlined by the specific country within the GCC where you intend to obtain the license. The GCC consists of six member countries: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE). While there are similarities in the procedures across these countries, there might be some variations. Here is a general guide: Residency Requirements: Most GCC countries require you to be a resident to obtain a driving license. You need to have a valid residency permit, which is usually issued by the respective immigration authorities. Age Requirement: The minimum age to apply for a driving license varies among the GCC countries but is typically around 18 to 21 years old. Training and Education: You may be required to attend driving school and complete a specified number of driving lessons. This is often a combination of theoretical and practical training. Theory Test: Pass a theoretical (written) test that assesses your knowledge of traffic rules, road signs, and other driving-related information. This test is usually taken at the traffic department or a designated testing center.

It's a drivers license in India that only allows you to drive in certain countries.
The international driving permit is a translation of your licence. It needs to be presented with your full licence, whatever the issuing country. The international driving licence is just that. it is a licence in it's own right. If you have a full driving licence from a country that is recognised by the international driving permit scheme then you only need a permit.
