Most of the RP forums for WoW revolve around the player characters from a certain realm, so it would also depend on whether you are from the EU or US. An example of this is Silent Ruins, which is an RP forum for players from Steamwheedle Cartel (US). Likewise, links to forums can be found in the Scarlet Library, which is a wiki page for roleplayers from Steamwheedle Cartel (EU).
Best thing to do is to check with roleplayers on your realm where they RP, so you can get involved with roleplay concerning events you know, and characters you could also interact with in game.

First of all, joining private World Of Warcraft servers is against the Terms Of Service and the End User License Agreement, considering that you have to change some files in the wow directory on your computer to point them towards the server you're thinking about to join.When you start WOW, you're automatically connected to an official blizzard server in the locale set in the version you have of the game.So, by trying to join a private server you could possibly get into trouble.Second, hosting a private wow server is a really big nono, and you might get prosecuted, considering that Wow and it's codes are the property of Blizzard Entertainment. There are releases out there to host such servers and I'm sure that blizz knows of them too :)

Due to blizzards recent change in the games programming and containing folder; I don't recommend going on anymore private servers. The built in security software, The Warden, now scans the game files every 30 minutes or so for any changes. If any are detected, it's sent off to Blizzard for further action to be taken. But still; if you're playing ATM you'll notice how bad Wintergrasp is, and that's being supported on Blizz's already well-kept servers. So I think that a normal Private server running it would just be havoc.

Ofcourse!... Assuming you're a GM at Blizzard's HQ, or running a GM account on a Private Server. It was possible to get to GM island a long time ago: but since then Blizz have greatly increased their security with such built-in programs as "Warden". As far as I know, you can't get to GM island, as it's set up on another server unreachable by any means: Unless hacks ofcourse.
I've had this happen quite a few times, and these are my usual steps: Close WoW, go into the Cache file and navigate to your current realm/character. I then delete the "-old" files, and then open up WoW. If that doesnt work, just log onto an alt for an hour or so. IF that doesnt work, then just try it the Blizz way; delete your Cache, WDB and Interface folders.

No it will not. You are supposed to pay. Pay Blizzard. If you are paying for a private server or something like that, and Blizz finds out, then you just might get banned. If you are paying Blizzard their monthly subscription...then no, why would they ban you.
