There's really no single answer to that, it'll depend on how you want to ride and how much you want to spend.
Staying away from high-end road bikes is probably sensible for a rookie rider. The ride position takes some getting used to, and the tires are a bit narrower than what's practical for everyday use.
I'd also recommed staying away from full suspension mountainbikes. They may be a comfy ride on city streets, but all but the more expensive ones will be heavy and energy sapping to ride due to the suspension.
I'd suggest a hybrid, preferably a rigid fork one for city riding.
