Because tortellini are traditionally pasta filled with cheese or meat or both, I don't think you can go past a sugo.
Simply fry onions and garlic in olive oil, splash in some red wine, add a jar of passata or a couple of tins of good Italian-grown tomatoes, and let it simmer for as long as you can.
Add dried basil at the end of cooking, or fresh basil at the table. And have cheese on the side, Parmigiano or Provolone dolce are both good, the latter is stronger.
