I prefer the Oxford Spanish/English dictionary. It is the standard supplemental dictionary given out in college level Spanish programs.

You could use a good dictionary, either paper and ink or online. Do a search using "Spanish dictionary" and you will get many choices. For phrases, search "translate" and go to one of the many sites.
The best Spanish dictionary for translations would be a English Spanish dictionary. It would then tell you Tal Vez means perhaps in English.
