Sambucca is an Italian, herbal liqueur with strong Anise and Liquorice flavours. Substitutes would therefore be anything that also has these flavours. Ouzo, a Greek aperitif could be acceptable as well as the French pastis Pernod and Ricard.
You'll be doing yourself a favor by substituting it with any other 100% agave tequila.
Any decent specialty liquor shop should have it. If not, you should be able to order it.
