Flour and water is a mixture.

By definition, a solution does not scatter light because the solute particles are totally dissolved in the solvent forming an homogeneous solution. A mixture is two or more substances combined in varying ratios. So a solution is a mixture. Rather than a solution, flour in water would be said to be suspension. A suspension is a mixture of liquids with particles of a solid which may not dissolve in the liquid. The solid may be separated from the liquid by leaving it to stand, or by filtration.

Flour can be considered both a homogeneous and heterogeneous mixture depending on the type. If it is pure flour, then it is homogeneous. However, some baking flours contain different components of different sizes making them inconsistent and separable physically.
