Because you have to register a web domain, (eg. Yahoo.com) what some people do is buy up a bunch of domains that they think sound good and have value. When someone comes along and actually wants to use the site name, they have to buy it from the people who registered the domain name.
While the people who just buy names en-mass still own it, they normally put up a bogus pages with allot of affiliate links, that is what a parked website is.
