A person who collects things can be called a collector. If the collecting is thought to be excessive, such a person might also be called a packrat, or a hoarder.
One can receive a clean slate once they admits that they have messed up. This part is called confession. Then that person makes a conscious decision to not continue to do these things again and began to seek ways how to change their mind which in turn will change their behavior. This part is called repentance. Next that person must also recognize that unless there is another motivator behind their actions they will not fully change, at this point they will acknowledge what Jesus Christ has done on the cross which is took their place and suffer for the bad things they have done. This is called acceptance. Next they will then ask Him to enter into their hearts, and will desire a relationship with Him. He has given that person a clean slate. All the things they had done in the past has been forgotten and now that person is free to do the right things with Jesus help.
Things that make people bad are negative qualities like hatred and jealousy, envy and greediness, and also emotions like frustration/anger. All of this contributes to making a person do bad things. For a person to be bad most of the things that they do have to be bad things. We all do bad things sometimes, and sometimes we do bad things for good reasons. you are only a bad person if you intentionally do bad things.
Some things that can cause a person to be biased are closeness to whatever person or situation, preference, and upbringing. Self-interest is another.
When a person laughs too much even on stupid things that person is sad deep inside.
You can be called forgetful, or an amnesiac (someone who has amnesia, which is memory loss) Oblivious.
A person that forgets whole days may have a problem. Forgetting an entire day can be a sign that a person is ill, or having problems remembering things.

I don't think a sentence can begin with 'who always forgets'. Here are other examples: John, who always forgets his wedding anniversary, bought a gift six weeks late. The mother asked her aunt, who always forgets something, if she remembered to bring the wedding cake. Would you ask someone who always forgets things to take care of something important?
