A placebo is a substance that does not have any sort of useful medicinal effect on the human body. The placebo pills in a pack of birth control pills do not contain the active ingredient (the actual hormone/s) and are taken for a week in order to allow menstruation.

Versions of the pill that allow you to skip your period do not include the placebo so you're always taking the active pills, suppressing menstruation.
