Technically, all a reusable bag is is a bag that you've reused. In the sense that you haven't thrown it away or anything. It could be plastic, paper, cotton.. if you reuse it it's going to be "reusable" no matter what. In popular use the term is applied to durable fabric bags used to replace the carry home disposable polyethylene bags from grocery stores etc. The "greener" the bag, the more the recycled components in its construction are touted.
Some bags take it a step further. When the bag reaches the end of its usable life, it can be returned and reworked to fiber or plastic for further use.
