There is no such thing as a rufus drug. Probably you mean rophies, which is an abbreviation for Rohypnol. It is chemically similar to Valium, but ten times stronger, and sometimes mixed illegally into party drinks to render people unconscious. Since it is odor- and tasteless and dissolves well in any kind of drink, there is nearly no way to find out if your drink has be tempered with. Using Rohypnol can be very, very dangerous as it leads to respiratory depression, coma and death. It is illegal in the US and Canada.
