True scallions don't form bulbs. They stay straight.

Green onion are the immature sprouts or "spring onions" - before the bulb begins to develop from the onion "sets" which is what onion "seeds" are called. You'll often see them in markets with a bulb that has begun to form which would grow into a big onion if left in the ground.

Also called a green onion, scallions are basically the sprouts of a number of members in the onion family: onions, leeks and shallots, for example. They grow and are picked before the bulb actually grows under the ground. They have a white bottom and a green top section, all of which are edible. Used extensively in Asian cooking.
