Assuming you're talking about a wooden or metal 'rack' which is capable of holding a few test-tubes. They are simply a safe way to allow test tubes to stand upright without falling over. A hot test tube, or one holding corrosive chemicals - is safer supported by a rack - than being held in someone's hand !
