Its a cigarette lighter. They are round, and the top slides up. When its up there is a hole in the side of the top so a soldier could put the tip of his smoke in through the hole over the wick. The idea was the top acted as a shroud or shield to prevent the enemy from seeing the little flame while the wick was burning.

The old superstition that "three on a match" is bad luck - meaning you can light two cigarettes off one match, but should not light a third one, is supposedly from WWI. Keeping a match burning that long allegedly allowed enemy sharpshooters to notice and take aim by the time the third man held the match in front of his face to light up.
