In the US, a citizen (native or naturalized inhabitant) has the right (privilege) to vote. As eternal vigilance is truly the price of freedom, the citizen guards their rights (privileges) by staying aware of the political environment and participating if not fully, then at least regularly, by exercising their right to vote.
So a vigilant citizen would be a watchful inhabitant.
