A cow is considered as such when she becomes a cow, which is when she is at 3 to 4 years of age. By that time she has already reached full maturity.

A bovine is considered mature at some point between 24 and 30 months of age. This is mostly determined by assessing the cow's skeletal frame to see if the animal has finished growing; the animal will still add muscling and condition until it is 3 years, then generally plateau at peak condition for 2-3 years and finally start losing condition after about 6 years of age.
