Out riding fences can be literal or a metaphor. Cowboys go our riding fences to ensure livestock don't stray. Fences in that sense always need mending and it's part of cowboy life that gets you horseback and out sorta cowboying even if you're not handling cattle.

As a metaphor, it's simply out doing chores nobody particularly likes to do, but it's part of life and it keeps you out on the range away from people and relationships. It's kinda comfortable that way.
