If you are referring to ancient Rome there were two officials who managed both the government and the army. One was the consul or consuls (plural) and a praetor could also do the same if necessary. In present day governments it is generally the president of a country or its prime minister who manages both the government and the military.

In ancient Rome an official who managed the government and the army could be called a consul or dictator, depending on circumstances. In later times it was the emperor.
