Toy Store or Big-Box stores measure bikes by their tire sizes.
Bike stores will measure a bike size by its FRAME size. This is done by measuring from the center of the crank (pedals) to the top of the seat tube. You could have upwards of 7 sizes of bicycles that all use the same size tire ... so that measurement does not really work very well.
According to the Wisconsin department of transportation, the space occupied by a bicycle and rider is relatively small. Generally, bicycles are between 24 and 30 inches wide from one
end of the handlebars to the other. An adult tricycle or a bicycle trailer, on
the other hand, is approximately 32 to 40 inches wide. The length of a
bicycle is approximately 70 inches.
Bike tires are available in a wide variety of sizes, and you need the right one for it to be of any use for you, so not much point in knowing the average size.
Standard WHEEL sizes are 635, 630, 622 (Very common "700 C"), 599, 597, 590, 587, 584 (Very common, "650 B"), 571, 559 (Very common "26-inch" tires), 547, 540, 520, 507, 490, 457, 451, 440, 419, 406, 390, 369, 355, 349, 340, 337, 317, 305, and 203 (though the smaller sizes available are almost never used in adult bikes. Mostly adult scooters and bikes meant for very young children).
My personal tires are 35 mm thick, which is about average. Mountain bikes have thicker ones, and pure road bikes have thinner. This means that 692 mm (27.24 Inches), 654 mm (25.75"), and 629 mm (24.76") are common OUTSIDE diameters of an inflated bike tire. It's probably a safe bet that no bikes use a tire over 30" (762 mm) in diameter, and that only a few use anything smaller than 21". (533 mm)

TIRE SIZE DISCLAIMER / PUBLIC SERVICE ANNOUNCEMENT:
You may see tires or even wheels advertised in inches. These are an odd quirk of history in that they no longer physically mean anything. For example, if you measure a 622 mm tire, you will get 24.49 inches. If you put "622 mm to inches" into Google, you will also get 24.49 inches.
So one would reasonably expect to see "24.5-inch" tires that would fit on a bike like that.
Well they wouldn't and you won't.
In fact, 622 mm uses tires labeled as "29-inch" or "28-inch." Also "700 C", which originally was because the tire was supposed to be 700 mm (27.56 inches) on the OUTSIDE. However, this isn't accurate to reality either. The truth is that different tires meant to fit the same bike are different diameters. My personal bike has tires 35 mm thick (and coincidentally, also 35 mm wide). That makes the wheel+tire diameter 692 mm overall. Not 700 mm, and certainly not 28 or 29 inches.
So you'd think that the X-inch tires would at least give a rough indication, right?
WRONG.
A 27-inch tire, for example, is a tire meant to fit 630 mm wheels. these wheels are bigger than the ones that the so-called 28- or 29-inch tires are meant to fit. If you bought a 27-inch tire, it may actually be too BIG to go on 28-inch wheels, with 1.2 mm of clearance around the wheel.

TL;DR: You should only use the metric sizes for tire/wheel measurements. The advertised inch sizes do not translate to the metric ones, nor do they have any physical meaning on modern tires.
The average bike size depends on who the rider will be. There is no statistic for the average sizes of bikes bought.

About the size of an adult-sized bicycle today. Perhaps a little taller.
It is about 4 feet high and 6 feet tall

Talk with a salesman, let them help determine what size dirt bike is appropriate for your. Be sure to tell them what you will be doing, play riding, racing, dual sport rides, etc. Select a model that is suitable for your skill level taking into account the bike's handling, power and size. Sit on the bike to make sure it is the right size and test ride each bike. Also, consider buying a used dirt bike.
