The hybrid with the best EPA rating for MPG is the Honda Insight, which unfortunately isn't made anymore. 61 city, 68 highway.

Or perhaps you mean that best that anyone has achieved while driving one...with very careful driving on carefully selected routes, over 100 mpg is possible. Some people have lifetime averages on Insights in the 80s; at least one in the 90s. For more stories and discussion, see
