What you're referring to is what the CIA officially calls its Specialized Skills Operations Officers. The general requirement for any CIA Officer is to have at least a 4-year college degree (BA/BS) with a minimum 3.0GPA. Excellent written and communication skills are also essential. Foreign language fluency and extensive overseas travel and cultural knowledge are also very useful skills. To be a Specialized Skills Operations Officer - the guys that are sent in to perform the CIA's covert paramilitary intelligence operations ("black ops" if you will) - you will most certainly need to have extensive military special operations experience with a history of foreign combat operations deployments. The average CIA "black ops" officer has years of experience in Army Special Forces, Army Delta Force, Navy SEALs, Marine Force Recon, etc on top of the 4-year college degree. Also note that any employee for the CIA, especially overseas officers, must have clean backgrounds. All employees go through a very extensive background investigation prior to be hired. Any arrests, drug use, alcohol abuse, or a long history of being untrustworthy and gossipy amongst friends, classmates, and coworkers are all reasons for being disqualified.
So if you want to know the best way to become a black ops officer for the CIA - stay out of trouble, away from drugs, be loyal and trustworthy to people you know, do VERY well in school, be responsible and reliable in any job you ever have, and of course, serve at least a few years in a U.S. military special operations unit. This last part is obviously much easier said than done.
