There's no hard and fast legal distinction between the two, nor is there necessarily a price difference.

Usually, a motel (originally short for "motor hotel" because you could "motor" ... i.e., drive ... right up to your room door and go straight in) has doors that open directly to the outside, while a hotel may or may not have interior corridors (you have to go into the building before entering your room).

All else being equal, motels tend to be cheaper than hotels, but a very nice motel could very well wind up being considerably more expensive than a no-frills hotel.
