Anything above about 90 is fast; if it is 140 and up, that's tachycardia, a cardiac arrhythmia that can be caused by atrial fibrillation or by mitral valve prolapse, to name two possible factors. Diabetes can contribute as well.
If a person's resting heart rate is high, it might be one of these, or it could mean the person is out of shape and needs to gradually build up cardiac strength with exercise.
